LERWA-Land and Environmental Rights Watch Africa Ltd is an indigenous non-profit organization based in Uganda that aims to empower communities, particularly women and youth, for sustainable environmental rights promotion and protection. They approach land and environmental rights issues as human rights issues and focus on empowering vulnerable populations to become agents of change in their communities. Through capacity building, advocacy, research and community mobilization, LERWA works towards sustainable land and environmental rights protection with major focus on food and nutrition security, climate and environmental justice, economic development, skills and literacy development, and humanitarian assistance. Since its inception in 2021, the organization has supported over 802 farmers establish forest gardens with over one million trees planted as green walls, windbreaks, woodlots, and alleys. LERWA has also advocated for the land rights of women in the district, recognizing that the lack of land rights for women leaves the environment and natural resources vulnerable, as women provide the highest labor force in agriculture and preservation of natural resources. LERWA also provides Humanitarian Assistance to victims and survivors of climate disasters within the areas it serves.

  1. Job Title: Programs Officer

Reports to: Country Director

Duty station: Aturukuku zone, Rubongi subcounty, Tororo

Job Summary:
The Programs Officer is responsible for the overall management and implementation of LERWA-Land and Environmental Rights Watch Africa’s programs, with a particular focus on the Forest Garden project. The Programs Officer will report directly to the Country Director and will supervise the Lead Technician and Assistant Technician, as well as other program staff and volunteers.

Key Responsibilities:

  • Oversee the planning, implementation, and monitoring of the Forest Garden project and other LERWA programs, ensuring alignment with the organization’s mission and strategic objectives.
  • Develop and maintain strong relationships with local communities, government agencies, and other stakeholders to facilitate program implementation and collaboration.
  • Supervise the Lead Technician and Assistant Technician, providing guidance, support, and performance feedback to ensure the successful delivery of the Forest Garden project.
  • Manage and coordinate the work of other program staff and volunteers, delegating tasks and ensuring efficient utilization of resources.
  • Identify and analyze program-related data, preparing regular reports on progress, challenges, and recommendations for improvement.
  • Participate in the development and review of program budgets, ensuring efficient and effective use of financial resources.
  • Represent LERWA-Land and Environmental Rights Watch Africa at relevant meetings, workshops, and events, advocating for the organization’s goals and priorities.
  • Contribute to the organization’s overall strategic planning and decision-making processes, providing input based on program-level insights and experience.
  • Ensure compliance with relevant laws, regulations, and donor requirements, maintaining appropriate documentation and reporting.
  • Foster a culture of continuous learning and improvement within the program team, encouraging the sharing of best practices and the adoption of innovative approaches.

Qualifications and Skills:

  • Bachelor’s degree or Diploma in a relevant field (e.g., Development Studies, Environmental Science, Agriculture, Social Sciences, Social Works & Social Administration or a related discipline).
  • Minimum 3 years of experience in program management, preferably in the non-profit or development sector.
  • Demonstrated expertise in community engagement, stakeholder management, and project coordination.
  • Strong analytical and problem-solving skills, with the ability to interpret data and make informed decisions.
  • Excellent communication and interpersonal skills, with the ability to work effectively with diverse stakeholders.
  • Proven leadership and team-management experience, including the ability to supervise and mentor staff.
  • Familiarity with project management tools and techniques, including budgeting and monitoring and evaluation.
  • Knowledge of relevant laws, regulations, and donor requirements in the non-profit and development sectors.
  • Commitment to the mission and values of LERWA-Land and Environmental Rights Watch Africa.
